The Energy Saving Scheme (ESS)

The Energy Savings Scheme (ESS) is being implemented to reduce electricity consumption in NSW & VIC by creating financial incentives for households and businesses to invest in energy savings projects. As a resident of NSW or VIC, you can benefit from a range of energy efficiency upgrades, including replacing downlights With LEDs, air conditioning replacement, refrigeration upgrades, motors, pumps and fan replacement and many more opportunities.

The ESS Rule provides a method for up-front deeming energy savings from upgrades undertaken at residential and small business sites, including replacing inefficient lighting: the Home Energy Efficiency Retrofits (HEER) method. Only Accredited Certificate Providers (ACPs) are allowed to deliver the Home Energy Efficiency Retrofit [HEER] activities under the ESS to help NSW & VIC households and Small Businesses save energy by supporting a range of energy efficiency upgrades such as lighting, equipment upgrades, and draught proofing.

XiHU Investment is accredited with IPART to perform these upgrades. This means that we collaborate with your preferred trade contractor to assess and calculate the energy savings and then process the project to secure the certificates. XiHu Investments is not the installer or trade contractor; we are a specialist consulting firm that supports other small trade contractors in gaining access to this innovative approach to offset and rebate some of the installation and upgrade costs.

The original energy saver must nominate an ACP to implement the upgrade and create Energy Savings Certificates (ESCs). A nomination can only be made once for the same upgrade and should be made before the completion of the job. The ACP or their representatives must install all equipment to ensure that licensed and trained technicians carry out the installation safely and that all the necessary documentation and images are provided to secure funding approval.

How Does It Work?

The NSW Energy Savings Scheme (ESS) provides financial incentives for installing energy-efficient equipment and appliances in NSW households and businesses.

  • An accredited certificate provider (ACP) assesses and calculates the total amount of energy-saving certificate (ESC, pronounced “esky”) for each notional Megawatt hour (MWh) of energy
  • The Mandatory Scheme Participants, i.e., Electricity Retailers, obtain and surrender these certificates to meet their legislated targets, as enforced by the NSW Government. There is no catch or scam, just a detailed application process that XiHu Investment is highly experienced in and can efficiently secure funding.
  • Once the end-user accepts the completion of the work and provides signed documentation (in addition to previously staged documentation), XiHu Investment will process the rebate. It pays the service provider or trade contractor the contracted rebate funding from redeeming the energy certificates specific to this project.
  • The exact process is followed and duplicated for the next project, and a continual process of paying contractors their rebate amounts based on energy savings achieved through equipment replacement, upgrade or retrofit.

The Role Of XiHu Investment

XiHu Investment is not an electrical or air conditioning service provider or contractor. However, we operate with a small team of professional engineers and quality assurance managers who support other small to medium-sized contractors access ESC’s for their projects. We understand that you do not have the time to process these documents while simultaneously running and operating a business. How the process works

  • You should contact our office and gain an understanding of the process and what documentation, policies, and procedures are required for you to participate with XiHu Investments as the accredited ACP provider.
  • You undergo a simple induction process, complete a contractor registration form detailing your company’s bank details, and provide some additional administrative information.
  • IPART requires you to have specific policies and procedures. XiHu will assist and support you in establishing these foundational essentials.
  • After induction, when you speak with your client, you can provide them with initial market information about ESCs. XiHu has already prepared this document and will continue to update it as the market evolves.
  • You secure all the current existing installation information and prepare the quote for the desired/preferred upgrade/ replacement equipment (including make/ model etc.), and XiHu will provide a formal quote (direct to you – not your client) regarding the value of the ESCs specific to that project.
  • This information is transposed into your client’s quote for the project, clearly indicating where the ESCs are being used to offset the capital investment costs. The client agrees to your quote, and you are engaged directly with your client.
  • You enter into a specific project agreement with XiHu Investments, which will map out the process and specify what documentation project information must be sent for processing—it is essential that you provide the required documentation.
  • Throughout the project, XiHu will require additional project progress information, new equipment data, and some images to demonstrate the progress
  • Once the project is completed and your clients have accepted the completed works, XiHu Investments can release the previous and initially agreed amount of funding through the redemption of the ESCs linked to the completed project.
  • XiHu Investments does not deal with or contact your clients regarding the energy project. Payment for the installation and services associated with the project is paid directly from your client to you—XiHu Investments does not act as a middleman.
  • XiHu Investment’s role is to collaborate with you to analyse and prepare the necessary documentation and evidence in the application process to quickly and efficiently secure the corresponding ESCs associated with each of your projects.
