Centers for Medicare and Medicaid Services (CMS) 

DCCA provides analytical and technical services in support of the generation and verification of payments to organizations associated with CMS’ Medicare Advantage program, which distributes over $140 billion in payment reimbursements annually. Medicare Advantage includes health and prescription drug plans offered by approved private insurance companies.


Our overall health IT practice uses mature processes and procedures to ensure quality care for beneficiaries and has a strong record of supporting healthcare providers, payers and the life sciences marketplace through customized IT offerings that address the many challenges facing this unique market.

Pioneering Healthcare DevSecOps

As the Prime contractor on CMS’ Medicaid and CHIP Financial (MACFin) program, DCCA is partnering with the CMS Information Security and Privacy Group (ISPG) to shape the DevSecOps approach at CMS. DCCA has instilled leading-edge DevSecOps practices that have enhanced the system security posture and produced efficiencies within the development cycle. Select Health IT Past Performance

  • DCCA provided support for the planning, development, and implementation of a comprehensive program to perform a Security Assessment for (24) healthcare agency systems located throughout the country.

 

  • The security assessment process involved the review the application security artifacts, including the system security plan (SSP), risk assessment (RA), and contingency plan (CP), and other system support documentation, including requirements documents, design documents, and user guides, prior to the assessment. While on-site, the DCCA Evaluation Team performed technical testing to identify application vulnerabilities that may compromise the confidentiality, integrity, or availability of the system. DCCA provided on-going post-test support to clarify findings, make recommendations, review Corrective Action Plans (CAPs), and validate the corrective action as necessary.

 

  • DCCA provided IV&V type services for ongoing test site(s) and technical support services to test functionality of the various systems for a federal health agency. DCCA performed Integrated System Testing (IST) for all releases to the FISS, MCS (including Railroad Retirement Board RRB), VMS, and CWF to emulate all functionality of claims processing environments. 

 

  • We recently developed and supported a health IT JAVA-based application O&M contract, successfully converted to JAVA platform from legacy, aligned with agency Enterprise Data Model and Integrated Data Repository (IDR), leveraged agile development including early insight into the user interface and quicker implementation of high priorities, and DB2 database.

 

  • DCCA provided ongoing operations, maintenance, development, enhancements, modifications, testing and support for a federal Health IT program. This system provided a secure, web-based data input system and database for manufacturers to report data about their product and price information. DCCA provided O&M support for the ASP application and new system development activities for the system. The CLFS application used the Agile Scrum methodology for new development work.

 

  • In support of a federal health IT agency, DCCA provided development, maintenance, modification, and enhancement to ASP following the guidelines of an expedited Life Cycle Framework (XLC), which required full information security compliance.  DCCA’s project team also integrated a Secure Development Lifecycle overlaid on top of the XLC to integrate security into the development lifecycle.  

 

  • DCCA provided ongoing operations, maintenance, development, enhancements, modifications, testing and support for a health agency’s Fraud Investigation Database (FID) systems. FID is a centralized data entry and reporting case management system designed to capture fraud investigative data from the point when the potential for fraud, waste, and/or abuse that tracks cases to the final resolution of the allegation.
